Proposal of a method to eradicate beggars in India

NGO's can make societies which help in eradicating begging by utilising the law of the land to pick the beggars and humbly put them into a more regulated societies which would consists of school for children, education centre for the grown ups, vocational training centre, a hub for providing labour, a strong gruop of workforce to carryout the temporary contractual manual jobs in the Goverment sector.

I think some NGOs are doing this already. Not sure of the names. The problem with beggary is how it is strongly connected to the underworld and to political parties. We also need to change our attitude. By giving to beggars, we're not helping them.
